The Festival of Arts at the Park began on December 23, 1933, when a committee from the Paseo Association of the City of San Diego started a festival in the Paseo. The committee selected various artists to participate in the festival.

The Paseo Festival of Arts also had a smaller version known as the Festival of Arts in the Paseo Park. After the Park closed in 1937 the festival moved to the Paseo Park. It was originally known as the Festival of Arts in the Paseo.
